State lifts NTTA restrictions on 121 bid

The Texas Transportation Commission approved a waiver on a nine-month old agreement with the North Texas Tollway Authority that gives them the opportunity to submit a proposal on the State Highway 121 project.
The Texas Department of Transportation announced TTC’s decision on Wednesday, TxDOT Spokesman Mark Ball said by e-mail.
“Our goal is to reduce congestion in the Dallas-Fort Worth area by accelerating transportation improvements as determined by the Regional Transportation Council,” Commission Chairman Rick Williams said in a released statement. “We don’t care who builds the project, we just want what is best for the citizens of North Texas.”
NTTA Interim Executive Director Jerry Hiebert said before the RTC earlier this month that they would start putting together their team for the project despite the final decision.
“The (NTTA) board has authorized us to engage the engineers necessary to do the design, engage the financial team necessary to put the financial plan in place and take all the action necessary to finalize this proposal, so all of that is underway,” Hiebert said. “We’re proceeding at risk, but I think we, as an agency, are aware of your sensitivity. We heard that loud and clear at last month’s meeting to not do anything to delay this project.”
