Outlook healthy for FISD budget

If projections and proposals go according to plan later this year, Frisco ISD will pass its financial checkup for the coming fiscal year and further explore ways to help its employees maintain their wellness through an on-site health-care clinic.


Frisco ISD officials learned at Monday night’s regular board meeting that the district will likely have a robust budget in store.

Conservative estimates of a $15.65 billion tax base for the 2009-10 fiscal year would bring in a projected revenue of $266.76 million. If Collin and Denton county appraisal districts value property at a higher mark this June, then projections would approach $277.16 million in revenue.

FISD Director of Finance Rick Bankston said that appraisal districts were holding off on releasing their preliminary projections because of the impact home foreclosures could have on property values, but continued commercial development within the district’s boundaries would counterbalance any reductions.

“I believe we will see some growth (in our tax base),” Bankston predicted.

He estimated that the district’s 2008-09 budget of $237.53 million could expand by 13 percent to $268.41 million the following fiscal year if the district elects to implement a 3 percent salary increase for its employees. Without a salary increase, the district’s budget would rise by about 10 percent.

As administrators look ahead to a fourth consecutive kindergarten enrollment of 3,000 students, they expect both the enrollment and staff size to mirror the budget increase at 10 percent growth.

Board members also heard a presentation on an employee health clinic that could start up as early as the 2009-10 school year. General Motors, Texas Instruments, City of Dallas, and several school districts in Texas have offered voluntary on-site health clinics to their employees recently to reduce health-care expenses as well as substitute teacher costs for the school districts.

The model that consultants envision for Frisco ISD would eliminate co-pay for clinic visits and provide a more convenient location. The clinic would require about 1,500 square feet of examining rooms and a reception area and could be installed at the CTE Center or western transportation center.

“It encourages employees to stay well,” said Ted Troy, vice chairman at Dallas commercial insurance firm McQueary Henry Bowles Troy. “It’s immediate, private care. It’s not intended to replace your relationship with primary care or family care physicians.”

The district would hire a clinic management group that would employ the physicians and staff members.

In return, Frisco ISD could see a 40 percent reduction in its health-care costs. Troy said clients often see a return on their investment in the first year of operation.

Board member Richard Beaver posed the idea of partnering with the City of Frisco on an employee health-care clinic, but the district employs about 4,300 personnel and the city about 600. The discrepancy in staff size and health-care plans would not be suitable for a partnership, Superintendent Rick Reedy said.

Board members named Karen Kraft as Lone Star High School’s first principal. The 22-year educator will open the school in 2010 with grades nine, 10, and 11.

Kraft is an associate principal at Frisco High School. She joined FISD in 2002 as an assistant principal. Before coming to work for FISD she had been at Coppell ISD. The University of North Texas graduate taught English before entering school administration.

Principals of Allen Elementary School and the Early Childhood School will be announced in March.
