McKinney: Where to call home

Council candidate David Brooks speaks out on the issue of residency


After recent questions surfaced about At Large candidate David Brooks' length of residency in McKinney, the candidate told McKinney Courier-Gazette that he meets the spirit and intent of the requirements.

The claims center mainly on Brooks' residency, particularly the requirement to live in McKinney for at least six months prior to filing to run for office. Those questioning Brooks residency say the candidate voted in the Nov. 4, 2008 Election in McLennan county.

The state eligibility requirements of running for public office say the candidate must have resided in the state for 12 months and in the territory of office for six months immediately preceding the filing deadline.

Brooks began working in McKinney 20 years ago as CEO of Independent Bank Group, headquartered here. He served on the MISD Board of Trustees from 1995-2000. The question is not whether he has lived in McKinney for a long time, it is whether he's lived in McKinney for six months prior to filing.

In 2000 Brooks moved to Waco to take the position of Chief Financial Officer at Baylor University. He said he and his family lived in Waco from 2000-2004 and in 2004 he resumed his career here in McKinney at Independent Bank Group.

Brooks said he and his wife wanted to let their children finish school in Waco, so they purchased a home in McKinney but kept their home in Waco and he commuted back and forth. He said he has lived primarily in McKinney, owned a home and paid taxes in the city since 2004. Their home in McLennan county was put on the market last summer and sold in Dec. of 2008.

Brooks said he doesn't feel there is an issue with his residency. He said he meets both the spirit and intent of the filing requirements.

" he paid taxes here and yes lived here sporadically and worked here for 20 years, get an affidavit from Independent Bank of his tenure and call it "spirit of the law". Thanks Ms Garza for enlightening us to what we should already know. I that ground, we shouldt have Obama as President, sure he hails from Hawaii, but was born where? "

" David Brooks had not lived here 6 months prior to signing up to run for the at large city council position. Whether or not one considers it 'ok' or a 'character flaw' is up to the individual. Personally, I prefer those candidates who are more forthcoming. For those who wish to investigate, it is very, very clear that David Brooks is bending the rules. It matters to me. "

I've lived in McKinney for over 20 years - Iv'e noted her voting record on council. She is a disaster for McK residents who are self-reliant, responsible taxpayers. "
