Council approves bid for three new motorcycles

The Coppell City Council approved a bid of $62,743.20 to BMW Motorcycles of Fort Worth for the purchase of three new BMW motorcycles for the Coppell Police Department at the council meeting Feb. 9.
The new motorcycles will replace three old 2004 BMW motorcycles that will be retired from the force.
“The purchase of the motorcycles will allow our traffic unit to continue to function efficiently, effectively and safely,” said Coppell Police Chief Roy Osborne. “The funds have been budgeted in the Red Light Enforcement fund for the purchase.”
In other council business, five public hearings were addressed.
The first hearing was to seek approval of an ordinance to readopt and extend the ordinance providing for curfew hours for minors in the city of Coppell for a period of three years.
The curfew ordinance will require that minors 17 years and younger be at home by 11 p.m. during the weekdays and midnight on weekends.
“We believe that the curfew is an effective tool for not only the police but the parents as well,” Osborne said. “In the last three years, we have issued 95 citations for violating this ordinance.”
No one spoke at the hearing. The council passed the ordinance 7-0.
The second public hearing was a zoning change requested for a 1,805-square-foot restaurant to be located at 760 N. Denton Tap Road.

The third hearing was a zoning change for Manara Academy to allow a charter school for kindergarten to grade eight with an enrollment capacity of 500 to continue to occupy the building through the 2014 school year at 140 S. Heartz Road.
Three people spoke at the hearing. All three cited loud noises and a dumpster problem. The council passed the zoning change as requested, 6-1, with only Marsha Tunnell voting against it.
The fourth hearing was to consider an application by Chesapeake Energy to expand the current pad site from 2.152 acres to 3.013 acres to allow the drilling and operation of up to four additional wells on the site located north of Bethel Road and west of Creekview Drive.
No one spoke at the hearing. The council passed the application after adding that during testing of the wells a city representative would be on site to observe the testing.

The final hearing was to consider approval of text amendments to the code of ordinances to establish regulations for small-scale wind turbines within the city of Coppell.
The hearing was tabled until the Feb. 23 council meeting by a 7-0 vote.
