School finance bill passes Senate floor vote

The Texas Senate has approved a school finance proposal less than a week into the 82nd Legislature's special session.
The proposal, which was approved in the Senate's fiscal matters and appropriations bills Friday, cuts $4 billion from public education with an across-the-board cut of 6 percent in the first year of the biennium and a gradual reduction of target revenue in each following year until 2017. The plan is hoped to phase out the target revenue system and use the money saved to increase the basic allotment guaranteed to school districts.
The House and Senate have already agreed on a $4 billion cut to public education, but both chambers need to approve a school finance proposal to allocate funding under the cuts. Republicans in both chambers have said the bill improves equity in the school finance system but Democrats have warned the cuts do not fund student population growth and could be mitigated by use of the state's Rainy Day Fund. An earlier version of the bill, SB 1811, was killed by a filibuster by Sen. Wendy Davis on May 29.
