Kroger fuel center, remodeling discussed in Highland Village

The Kroger in Highland Village could be in store for a fueling center and a remodeling in the coming months.


During Tuesday’s city council meeting, Kroger officials discussed plans for a remodeling project and a fuel center at its location in Highland Village Town Center during a work session.

At the end of the session, council members gave the city staff direction to move forward with a site plan amendment for the center and the remodeling.

Gary Huddleston, spokesman for Kroger, said the project is still in the preliminary stages and that it’s too early to release details on the project.

But he did say city leaders seemed in favor of the plan.

“The concept seemed favorable by the city,” Huddleston said. “We were encouraged by the climate [Tuesday] night. So we’re going to move forward with bringing the fuel center and the remodeling to the Highland Village store.”

Highland Village Mayor Scott McDearmont said the council should see the site plan amendment in the next 30 days.

“We had unanimous consent to move forward with the site plan amendment,” McDearmont said. “There was no dissent to the point where we needed to do more work or where we didn’t want to move forward.”

Kroger didn’t have the same reception last year when it proposed a fueling station and store improvements in Flower Mound.

Flower Mound’s Planning and Zoning Commission voted to deny the fueling center Oct. 24, in part because of traffic flow concerns with the placement of the station.

With the denial, that meant the town council needed a supermajority vote to pass the fuel station specific use permit (SUP) and site plan for the improvements. Council members Al Filidoro and Steve Lyda denied the SUP request but said they support the improvements. Kroger officials said without the fuel station, the improvements could not be done, so the project died.

Filidoro and Lyda cited concerns about traffic flow as well. They asked Kroger to move the station to various locations, but store officials declined.

Those who supported the fuel station proposal said engineering issues had been resolved.

Recently, Lyda reaffirmed his traffic concerns of the station’s proposed location at the town council candidate debate April 28.

Also that night, Mayor Melissa Northern said she has been in contact with Kroger officials in hopes of working out an agreement to bring the project back to the table.

Huddleston said the pending project in Highland Village doesn’t prevent the project in Flower Mound from going forward.

“It’s still possible, but only if we have more favorable conditions in Flower Mound,” Huddleston said.

Filidoro and Lyda have also argued that the Flower Mound Kroger was a retrofit, meaning the station was trying to be squeezed onto an existing site that wasn’t built for it, and that the property was not big enough for the center.

While the Highland Village store was also built years ago, McDearmont said Highland Village’s location doesn’t have the space problem. He said there is a piece of the site between the Lube Express and Burger Street where the station can fit in.
