Council revisits Kroger issue; Improvements, fuel station could come to other location

Kroger representatives met with the new Flower Mound Town Council on Monday to once again discuss a plan to improve its location at FM 1171 and FM 2499 by $14.3 million and to add a fueling station.
They left town hall with a few more smiles on their faces than last time they were there.
While no decisions were made, as it was a work session, Kroger executives didn't meet as much resistance when they answered questions as they did last year.
Monday, Mayor Tom Hayden and council members asked a series of questions related to the concerns.
Kroger representative Nate Collins said he doesn’t anticipate traffic backup being an issue. He said the pump closest to the driveway -- there are five pumps proposed in the center -- is 90 feet away.
“At this location, we’re going to have room for one vehicle to pump gas and two vehicles to stack up behind it,” Collins said. “And that’s at each pump. That’s a lot of room to stack. That doesn’t include the two-way drive lanes. That’s a lot of room to circulate around the fuel center.”
Mayor Pro Tem Kendra Stephenson asked about the possibility of a fuel delivery truck of “hanging” on FM 1171, possibly creating traffic stoppage.
“The trucks will be coming in to fuel at night,” Collins said. “There is no reason why they would be hanging on the road.”
Deceleration lanes, which a traffic study indicated would be necessary, are expected to help the traffic flow on FM 1171 as well.
Kroger’s Gary Huddleston outlined the plans for the store improvement. Among the many features, should the plan get approved, are: a new natural foods department, a new bakery department, an expanded deli, a new cheese/olive island, an expanded fresh sushi department, a new upscale wine area, a new pharmacy with a drive through, a new express checkout area, wider aisles and more.
Huddleston said the improvements are expected to bring in 75-80 new jobs.
He also said the sales tax revenue the town will get should jump from $164,000 a year without the improvements to $332,000 a year with the improvements.
Huddleston also said the project would provide $542,000 in street improvements, as well as two electric car charging stations.
Hayden asked about the importance of the fuel center.
“We need the fuel station to pay for the $14.3 million in improvements,” Huddleston said. “If we don’t have the fuel center, then if we do any type of improvements, it wouldn’t even come close to the $14.3 million plan that we have.”
Kroger re-submitted an application about two weeks ago. Doug Powell, executive director of development services, said the planning and zoning commission could see the item June 25 with the council seeing it July 16.
Collins said if everything is approved, the improved store would open in 2013.
In addition to discussions on the FM 1171/FM 2499 site, Huddleston also said Kroger executives are examining the feasibility of a fueling station and possibly store improvements to the Kroger located near the intersection of Flower Mound Road and Gerault Road.
