City entry point to undergo major enhancement

One of the entryways into the city of Rowlett is getting a facelift as plans to improve Miller Road between Rowlett and Garland are underway. The project is designed to eliminate a bottleneck that occurs during peak travel times along Miller Road.
“This is a four governmental project. It involves the city of Garland, the city of Dallas, Dallas County and of course the city of Rowlett,” said Jermel Stevenson, parks and recreation director.
“This is a regional construction project and we are in in for $623,000, as is Garland,” said Lynda Humble, city manager. “The city of Dallas’ portion was paid by Dallas County and Dallas County was in it also. This was in our five year CIP plan and the money is due next year. This is going to be an important regional connection between all the cities and hopefully will resolve some of the flooding issues.”
The plans for the roadway include a 1,200 foot long bridge that would span the widths of both creeks. In order to prevent erosion from the new bridge, the project calls for the existing Rowlett Creek main channel to be widened.
“Miller Road is going to become a four lane road between Rowlett and Garland,” Stevenson said.
The project also includes plans for a 10 foot wide sidewalk adjacent to the roadway, which would provide connectivity from the Woodland Basin Nature Area in Garland to the Rowlett Creek Greenbelt.
Another component of the upgrades to the road includes plans to place a left turn lane at Dexham Road.
Part of the project calls for the use of .29 acres of Rowlett’s Nature Trail Park to be utilized as a permanent drainage easement and .41 to be utilized as a temporary construction easement.
“The parks department became involved because it impact Nature Trail [Park]. This was taken to the parks board last month and it comes to you with their full recommendation,” Stevenson said.
Since public park land would be used to accommodate the project, the city council will hold a public hearing regarding the construction on June 19.
“For a lot of reasons this is a very positive project,” Humble said.
