Council approves water plan

The Southlake City Council on Tuesday approved on its second reading its Master Water Plan, which is a component of the Southlake 2030 Comprehensive Plan.
Among the components of the water plan is a 16-inch water line from the Pearson Pump Station to Johnson Road.
There will be upgrades to the T.W. King Pump Station and the Pearson Road Pump Station.
There is also a 12-inch emergency line planned for the north part of the city near the Southlake/Grapevine border.
Other components of the plan include four pressure-reducing valves to connect the high-pressure system and the low-pressure system. Bob Price, director of public works, said that will allow for additional redundancy.
While discussing the future projects, Price also touched on ongoing projects aimed to help the city’s water supply.
Under the existing system, there is a 20-inch water distribution line, which began service in late May. The line provides water from the north end of the city to the central business district.
“That’s an alternate route to get water to the area that needs it the most,” Price said.
Construction is about to begin on the 30-inch T.W. King supply line, and it is expected to be complete by next spring. Price said the line, which will provide a direct route to the north side of the city, will increase the water capacity by an additional 10 million gallons per day (mgd). Price said based on historical information, the added capacity could alleviate some water restrictions.
“This is a monumental achievement looking forward to February of next year,” said Councilman Al Zito.
The 20-inch distribution line and the 30-inch supply line are part of the city’s impact fee plan approved in 2007.
Price said Southlake’s current water demand is 26.9 mgd on a peak day, while the projected build-out demand in 2030 is 34.2 mgd. Price said with the construction of an additional pump station at the Caylor site in Fort Worth in a few years, that will provide another six mgd.
Price said the city is also looking into other water supply options. Southlake officials are in discussions with Trinity River Authority and the Upper Trinity Regional Water District about possibly joining.
Price said the city is also looking at options to reduce water supply, such as water conservation programs, such as education, water use fixtures and the Wise Guys water program. The program allows residents to receive up to a $200 rebate if they implement conservation recommendations made by a licensed irrigator.
Zito said he was pleased with the water plan and added that he would like to see more water conservation efforts take place in the near future.
Price said one of the components of the Southlake 2030 Plan is more extensive conservation plans, and those discussions will happen later this year.
Also at the meeting, the council approved three residential developer agreements with Hines-GTIS Carillon, LLC for Phases 2A-1, 2A-2 and 3A-1 of the 285-acre mixed-use project.
As part of the agreement, Hines will construct street paving, a public waterline, a public sanitary sewer and a storm drain for the 44 lots in Phase 2A and 30 lots in Phase 3A.
Both phases will feature villa lots. Phase 2A will also include the pool and amenity center.
Carillon, which is located near the intersection of State Highway 114 and White’s Chapel Road, will include a mix of residential, boutique office space, retail, corporate campus, medical and hotels.
The residential components will feature two residential districts: The Chateaux District (estate-style homes) and The Village District (garden homes).
The new residential components will be located on the west side of the project.
Phase 1-A, which was built in 2011, consists of 94 home sites.
There are 5.29 acres of park land that will serve as park credit for these new phases.
