P&Z discusses water needs; Commission approves plan for nursing facility

During a work session Monday, Flower Mound’s Planning and Zoning Commission received a presentation on the town’s water master plan and efforts being made to address the water demand in the coming years.


Town Engineer Edith Marvin said that while the town has an adequate supply now, there will be a need in the future.

Currently, the town receives its water from the Upper Trinity Regional Water District and Dallas Water Utilities and actually receives more than it uses.

But by build-out in 2030, Marvin said the town is expected to need 61.5 million gallons per day (mgd) of water. By comparison, Flower Mound will have 41 mgd of contracted water.

Marvin said there are three options Flower Mound is looking at to address the future water needs: a system to take advantage of reuse water, a plan to use ground water and conservation.

“These are solid ones we can implement ourselves,” Marvin said. “We have the reuse output from the wastewater treatment plan, and we have the take point. The groundwater is up to us, and the conservation measures are up to us. We’re looking to things that we can implement on our own.”

Those three options will be proposed to be put into the town’s water master plan during a public hearing at the next P&Z meeting Aug. 27.

Reuse water is an option that the town is already taking steps toward. Marvin said there has been 1.1 mgd of supply identified in the Lakeside Business District area, near the southern end of town. Since 2000, the town has begun installing a “purple pipe” infrastructure to allow certain parks, medians and landscape areas within Lakeside to use that type of water from the wastewater treatment plant for irrigation. However, until the system is complete, those areas will still use potable water.

Marvin said in the Denton Creek area in the far west side of town, 2.1 mgd is available.

Marvin also said the town has a take point in the Trinity River Authority of Texas reuse line that runs from a treatment plant in Roanoke to Grapevine Lake.

“We’re currently exploring options on what type of storage facilities for that reuse water could we put into place to optimize the use and the storage of that reuse water with that system,” Marvin said. “Is it an open pond, or is it storage tanks? We’re looking into all of that right now with the ongoing master plan for reuse.”

Also, Marvin said there is a potential supply of 1.25 mgd in groundwater available. However, that would likely come after Flower Mound’s contracted water runs out since it already has 10 mgd of water that’s not being used, and the town would have to spend money on wells to access the ground water.

In terms of conservation, Marvin said the town is surveying various cities and water districts to examine their conservation efforts. Then, with the help of the Environmental Conservation Commission (ECC), the town will establish conservation goals and come up with ideas.

Some of the entities Flower Mound has surveyed include Frisco, Austin, Dallas Water Utilities and the North Texas Municipal Water District. Marvin said the survey indicates that the reduction range from conservation has ranged from 9 to 23 percent in those entities.

Commissioners suggested addressing building codes to help in long-term conservation efforts.

“We have developments going up everywhere, but we haven’t really changed building codes to maybe look at water-saving devices,” said Commissioner Mike McCall.

Marvin said the ECC recently received a similar presentation on the water master plan, and she said commissioners seemed in favor of such efforts.

In other business, the commission unanimously recommended a replat, a rezoning and a site plan for council approval for a skilled nursing facility.

Cantex Continuing Care Center is proposing a one-story, 64,179-square-foot facility west of Long Prairie Road and north of Windsor Drive.

The facility would add on to an expanding medical corridor as it would be located across the street from Texas Health Presbyterian Hospital, south of the Caddis medical office complex and north of a future assisted living center.

Also Monday, the commission recommended for council approval a rezoning request and a development plan for the Terracina residential subdivision, located north of FM 407 and west of Chinn Chapel Road.

The plan had been approved in late 2010 but had featured an open area in the middle of the development for a proposed gas well. Because of setback regulations, that limited the development’s lot total to 138 at the time.

However, the gas lease recently expired, prompting the developer to request approval to add 29 more lots.

Each lot is expected to be a minimum of 15,000 square feet. The project will also include two ponds, two 3-foot-wide internal trails and one 6-foot-wide trail.
