McKinney police chief reassigned

Doug Kowalski, McKinney police chief since 2001, has been reassigned, according to city officials.

Doug Kowalski is no longer McKinney police chief.


City officials said he has been reassigned, but didn't disclose his new assignment. Deputy City Manager Joe Williams has been named interim police chief.

CBS 11 reported that Kowalski will serve as a "special assistant to the city manager" for 30 days while they determine an exit agreement and severance packaged.

"Doug Kowalski is no longer the chief of the McKinney Police Department. He has been reassigned effective today," city spokeswoman Anna Clark said in a statement released Friday. "Joe Williams, who has been deputy city manager with the city of McKinney since June 2011, is the McKinney chief of police. This change is effective today in order to maintain continuity of command for the police department."

City officials also haven't yet revealed the reason for the change, but sources reportedly told CBS 11 that Kowalski is leaving over "philosophical differences" with City Manager Jason Gray.

Williams, who has 20 years of law enforcement experience, has worked with Gray in three different cities.

Williams worked for the Frisco Police Department from 1994 to 2007 as a patrol officer and sergeant, detective sergeant, lieutenant and captain over operations for the Frisco Police Department. Gray spent five of those years as Frisco's assistant city manager.

In 2007, Gray, then Celina city manager, appointed Williams as chief of police. And last June, about four months after taking over as McKinney city manager, Gray brought in Williams as deputy city manager to replace Jim Parrish, who had resigned from the position several days earlier.

As one of two deputy city managers, Williams oversaw the Public Works, Library, Human Resources, Information Technology, City Secretary, and Parks, Recreation & Open Space departments, but had no police oversight.

Kowalski served 23 years with the Dallas Police Department before leaving a high-ranking position to join MPD as assistant police chief. He was named police chief less than a year later in January 2001.

Unless there is some very strong supporting evidence to remove Chief Kowalski as Chief, Jason Gray needs to be taken to task and possibly removed from his position as City Mgr. Chief Kowalski is a good leader and has done an excellent job as Chief. Why did he remove the Chief and what is his supporting documentation. Jason Gray, man up, tell the council and public what you based your decision on. Your method of broadcasting via You Tube was piss poor judgement. I look forward to the day when we as tax payers fire your butt the same way. I will be glad to lead the effort when I return from Afghanistan very soon. "

Gray for city manager? It is conceivable they hired Gray (after the firing of Frank Ragan) because it's no secret nationwide among astute city managers that the longevity for a City Manager in McKinney lasts less time than the period of pre-pubescent and early adolescence. Nationwide, even those city managers reportedly scanning job boards, relevant social media and on-line publications for city manager positions arel loathe to consider applying to the City of McKinney. Therein may well be the answer as to why our esteemed city leaders settled on Jason D. Gray. One can only hope their greatest sin was failing to perform due diligence. Such can be forgiven. However, it will not be so easy to forgive it evidence reflects city leaders who indeed performed a background check on Jason D. Gray, discovering evidence of a man whose ethics and integrity are glaringly lacking. If city leaders performed due diligence as is expected by the taxpayers who elected them and entrusting our city to a man who long owed a significant and indisputable debt-one he simply refused to pay, such is cause for investigation because If public record is to be believed, the current city manager, Jason D. Gray was a deadbeat. Long before sauntering into the city of McKinney, Jason D. Gray chose to stiff a nationally recognized, respected lender. Not for just a brief period did McKinney's current city manager ignore a debt clearly owed, Jason Gray stiffed the lender for years on end. Beyond simply entrusting the city's future to a deadbeat, city leaders have dealt McKinney a devastating blow in the search for a qualified, ethical candidate in the near future. It is embarrassing enough the Jason D. Gray humiliated the city last Friday with a narcissistically driven youtube video, one reflective of cloying ambition, a cinematic feat apparently designed to establish himself as a dictator in the City of McKinney's dictator, he made it clear he is accountable to no one--even the city leaders who hired him.. At best, such is evidence of a rookie at the helm of the "second best place to live in America." At worse, Gray's self-orchestrated grab for national recognition in the bizarre youtube video evidences a man narcissistic enough to believe he is untouchable. "

But the final straw was Jason Gray's single-handed decision to oust the highly respected, beloved Chief of Police, Doug Kowalski and surreptitiously replacing him with his closest crony, Joe Williams in the hope of duping both taxpayers and city leaders into believing it was for the good of the city. To trust Jason D. Gray, a man who documents evidences a history of failing to honor a sizeable financial obligation is not a man worthy of managing the "second best place to live in America." "

" Let us only hope that the city council takes note of these postings before next weeks meeting. While checking on agendas for upcoming meetings was very interested to find an executive session, scheduled for last night Monday Oct. 8th. It was put on the schedule, coincidentally, Friday, Oct.5th. Needless to say this egregious action taken by the city manager was on there. Just behind Hanks.

" As a former resident of McKinney, I can't speak to the police chief per se but had a dealing with other members--including both a lieutenant and a captain--of McKiinney's 'finest' in a traffic accident after being broad-sided by a truck that ran a red light. My limited dealings did NOT suggest that integrity reined in the department but rather that justice is 'granted' to the highest bidder. And, McKinney's finest was then beyond insulting when a tax paying resident of a lot of $$ questioned their decision that I was at fault in the incident that 'scraped' my car. Broad-sided by a truck running a red light and I was listed at fault. Shaking my head but chose to vote with my feet and move to a city where police department served the people. "
