Jefferson hired as Prosper town manager

The Prosper Town Council has selected former Flower Mound Town Manager Harlan L. Jefferson to serve as Prosper’s new town manager, ending several months of searching and interviewing.


Jefferson will start his new role on Jan. 21, according to Interim Town Manager Lyle Dresher.

Prosper Mayor Ray Smith expressed confidence in the selection. “Harlan quickly rose to the upper level of our discussion because of his experience, leadership, temperament, and disposition. Prosper is on the verge of major expansion, and we’re looking for someone who can relate to all levels of municipal development. We’re confident that Harlan can provide the leadership we need as we move forward,” Smith said.

Jefferson has almost 30 years of experience in local government, having served the last 12 years in Flower Mound as town manager, deputy town manager, chief financial officer, director of finance and treasurer. Previous to his service in Flower Mound, Jefferson was director of fiscal operations in the city Denton where he also held the positions of treasurer, director of treasury operations and risk manager. He served as assistant to the city manager in Jackson, Mich., briefly interrupting his service in Denton.

During his tenure in Flower Mound, he oversaw the development of a 158-acre mixed-use development that contained a hospital and medical office buildings, paving the way for a thriving medical presence in the area. He was instrumental in the development of a number of quality of life initiatives including parks and trails systems, a community activity center and athletic fields and other outdoor amenities.

On the transportation front, he helped secure more than $120 million from the Regional Transportation Council for roadway improvements in Flower Mound. He shepherded a successful dedicated sales tax election for the establishment of a Crime Control District, a Fire Prevention District, street maintenance and park improvements.

Jefferson earned Bachelor of Arts in Political Science and Master of Public Administration degrees from the University of North Texas. He served as Campaign Chairman of the Denton County United Way, was on the Board of the Denton Public Schools Foundation and has been recognized by a variety of professional and civic organizations.

“His track record is a solid one and because Prosper is in a growth mode, we’ll be looking for Harlan to work closely with our Economic Development Board, with the citizens on our boards and commissions, with our staff, with the Council and with the greater resident community to help guide us through to our next iteration as a Town. Our expectations are extremely high,” added Smith.

“As the same time, words cannot express our gratitude to Lyle Dresher for the incredible job he’s done for our community. He has proven that a major contribution can be made in a short time. We wish him well in his next adventure,” Smith said.
