Increasing value: New property valuation causes council to postpone sale

When the city of Mesquite initially solicited bids for city-owned property located at 1505 Edwards Church Road in July 2012, one bid was received for $275,000 by Mount Zion Family Ministries. The church was unable to secure funding to complete the sale, the property was once again placed up for bids, and for the second time a church was the lone bidder with a price of $110,000 by Temple of Praises Christian Church.

The city council discussed the potential sale during its regular council meeting on March 4.

Temple of Praises pastor Sean Fuller addressed the council with his plan for the property.

"We are committed to a robust revitalization to this area of Mesquite," Fuller said. "What we see not only in the near future but in the far future is to continue the impact in the community we have had."

Fuller said he has been in the ministry for the last 20 years in both Texas and Louisiana. He envisions the location on Edwards Church as being an opportunity for the ministry to grow and become more of a presence in the community.

"We did a lot of homework looking at the demographics in this area," Fuller said.

Fuller said unlike the previous bid winner, he already has financing in place to purchase the property.

"Having knowledge of the fact that due to funding they could not move forward was one of the motivating factors for us to make sure we secured financing before we came to you," Fuller said.

Councilman Greg Noschese asked Fuller about his bid and how he arrived at $110,000.

Fuller said that in addition to the bid amount, he would make repairs that would be close to the purchase price.

"I stand strongly behind the repair costs that it would take for a church to move in," Fuller said.

One of the issues brought up by the council in regards to the potential sale was the recent valuation of the property at $530,790 by the Dallas County Appraisal District. This was a significant increase over the previous valuation of $72,370, which stood for the last two years.

"It was a pretty substantial increase in the minds of the appraisal district," said Ted Chinn, managing director of administrative services.

"Our argument would still be that there are significant repair costs," Fuller said.

A decision on the sale was tabled to allow the council to gather more information about the new value of the property and decide on the sale.
